Requests the Public Utilities Commission to consider reasonable ratemaking treatment and cost-effective solutions to reduce energy costs for low-income, limited-income, and special medical needs customers.

Notes that 48 percent of Hawaii households meet or fall below the ALICE (Asset Limited Income Constrained, Employed) threshold, with 165,000 ALICE households and 47,066 households below the poverty level.

Requests the PUC approve a subsidy through utility rates to establish an assistance program for low-income and special medical needs customers until a state-funded program is established.

Calls on the PUC and interested stakeholders, including electric utility companies, to explore cost-effective solutions to address energy cost burdens for vulnerable customer groups.

Requires certified copies of the resolution be sent to the Chair of the Public Utilities Commission, Consumer Advocate, and Director of Commerce and Consumer Affairs.
