Urges the Department of Human Services to create a Compact of Free Association (COFA) Advisory Body with at least one-third COFA resident members to address inequities facing residents from the Marshall Islands, Federated States of Micronesia, and Palau.

Advisory Body must recommend approaches for providing equal state-funded health coverage parity for eligible COFA residents, including economic impact analysis and strategies to reduce administrative enrollment burdens.

Requires the Advisory Body to assess demographic data collection practices, evaluate previous recommendations from the 2007 COFA Task Force, and provide implementation assessments at 6, 12, and 24 months.

Establishes evaluation criteria prioritizing health coverage equal to Med-QUEST, minimized administrative barriers, elimination of upfront copayments and premiums requiring reimbursement, and alignment with federal and state program requirements.

Directs transmission of a certified copy of the resolution to the Director of Human Services.
