Requests the Auditor conduct an audit of all public works projects at Daniel K. Inouye International Airport where the Department of Transportation served as the government contracting agency.

Cites concerns about inefficient airport design, lack of space during peak hours, and slow construction progress attributable to airport operations being managed by an executive administration division rather than a public corporation.

Notes Terminal 1 (formerly Interisland Terminal) opened 25 years prior and that modernization projects and new concourse plans are currently underway.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convenes.

Directs certified copies be transmitted to the Auditor, Director of Transportation, and Deputy Director - Airports.
