S.C.R. No. 208 Summary

• Department of Transportation, in consultation with other state agencies having technological expertise, is encouraged to research scanning technology to detect illegal fireworks in shipping containers arriving in Hawaii.

• Department of Transportation must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the 2020 Regular Session.

• Over 200,000 shipping cargo containers arrive in Hawaii annually, with more than 90 percent originating from the continental United States, but only a small fraction are inspected by government agencies.

• Illegal fireworks have caused significant public safety concerns including physical injuries, property damage, and at least one death in 2016, with the Honolulu Police Department receiving thousands of complaints and making numerous arrests.
