Urges the Honolulu Police Department, Hawaii County Police Department, Kauai County Police Department, and Maui County Police Department to adopt fireworks detection technologies to enforce existing fireworks laws.

Identifies illegal fireworks as posing major public safety risks including large fires threatening lives and property, health hazards from smoke emission particularly for those with respiratory issues, and exacerbation of post-traumatic stress in veterans.

Recognizes that new detection technologies, such as ShotSpotter (used by over ninety cities nationwide), can instantly detect and locate fireworks explosions to assist law enforcement enforcement efforts.

Directs certified copies of the resolution to be transmitted to the mayor of each county, the chair of each county council, and the chief of police of each county police department.
