S.C.R. NO. 28 Summary

• Urges the Department of Land and Natural Resources to ensure water flow from perched aquifers in the upper Waianae Watershed to support Native Hawaiian traditional and customary practices.

• Requests implementation of the Waianae Kai wildfire preparedness plan, including security improvements, construction of water storage tanks for firefighting helicopters, fire hydrants and pressurized water lines, fire breaks, sprinkler systems, fuel load reduction, and public education and training.

• Directs the Division of Forestry and Wildlife to continue managing the Waianae Kai Forest Reserve with native trees and shrubs and to restore forest areas burned in the August 2018 fire.

• Cites the August 2018 Waianae Kai forest fire that burned 1,500 acres and degraded forest cover and water percolation into perched aquifers.

• Requires distribution of certified copies to state and county officials, the Office of Hawaiian Affairs, Honolulu Board of Water Supply, and various cultural and treatment centers.
