S.C.R. No. 33 - Summary

• Department of Education is requested to convene an advisory committee to develop recommendations for teaching digital citizenship and media literacy in grades K-12 across public schools, charter schools, and Hawaiian language immersion schools.

• Advisory committee membership must include experts in media literacy, digital citizenship, and internet safety from academic institutions and non-profit organizations, as well as teachers, librarians, parent organizations, students, educators, and administrators.

• By December 31, 2019, the advisory committee must recommend best practices, resources, and grade-appropriate instructional models for media literacy, digital citizenship, and internet safety instruction.

• Committee must provide implementation strategies for the Department of Education, including professional development approaches for educators and administrators.

• Certified copies of the resolution shall be transmitted to the Chair of the Board of Education and Superintendent of Education.
