Urges Congress to call a constitutional convention under Article V limited to proposing amendments imposing fiscal restraints on federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

Specifies that Congress has only ministerial authority to name the time and place for convention and that a convention shall be called upon receipt of applications from two-thirds of state legislatures for substantially the same purpose.

Declares that Congress has no power to set rules for the convention, determine the number of delegates per state, or name delegates; states retain exclusive authority to appoint delegates and vote on a one-state, one-vote basis.

Restricts the convention to the specified topics and explicitly prohibits any consideration of amendments that would amend, modify, or repeal provisions of the Bill of Rights; the application becomes void if used to consider changes to the Bill of Rights.

Requires certified copies be transmitted to congressional leadership and presiding officers of all state legislatures, and reserves Hawaii's right to provide further instructions to and recall its delegates.
