Encourages restaurants to donate leftover food to homeless shelters at the end of each business day to reduce food waste and support needy populations.

Requests the Department of Health develop and disseminate guidelines for food establishments on safely donating temperature-controlled foods to the Hawaii Restaurant Association and permit holders.

Notes that restaurants are already protected from liability under the federal Bill Emerson Good Samaritan Food Donation Act of 1996 and Hawaii Revised Statutes section 145D-2 when donating food in good faith to charitable organizations.

Requires the Department of Health to submit a report to the Legislature no later than 20 days before the 2020 Regular Session with progress updates, recommendations, and any proposed legislation.

Directs transmission of certified copies to the Director of Health and Executive Director of the Hawaii Restaurant Association.
