Requests the City and County of Honolulu to conduct a management and financial audit of its animal control contract with the Hawaiian Humane Society, including operations and procurement procedures.

Asks the audit to consider best practices for animal euthanasia, citing concerns about high euthanasia rates of healthy and adoptable animals, hostile work environment, and 62 worker departures in approximately one year.

Notes the Hawaiian Humane Society has not been audited by the State since 1995 or by the City and County of Honolulu since 1997, while other counties have conducted audits of their animal control contractors.

Requests the Governor suspend release of state grant funds to the Hawaiian Humane Society until an audit clears the organization of wrongdoing, particularly regarding funds for a new West Oahu shelter.

Directs certified copies be transmitted to the Governor, Mayor of Honolulu, and President and Chief Executive Officer of the Hawaiian Humane Society.
