Urges the Governor's Coordinator on Homelessness and the City and County of Honolulu to collaborate and prioritize homelessness efforts in the area surrounding the Hawaii Children's Discovery Center by convening a task force.

Requests the Governor's Coordinator on Homelessness to convene a task force including the Director of Public Safety, members of the House and Senate, Honolulu City Council member, Mayor's Office of Housing Executive Director, Honolulu Police Chief, Hawaii Children's Discovery Center Board Chair, and representatives from the Family Assessment Center, Next Step Shelter, and Kalihi Palama Health Center.

Directs the task force to develop strategies and a plan to assist individuals and families facing homelessness while protecting the Hawaii Children's Discovery Center from unsanitary conditions, littering, vandalism, property damage, trespassing, and criminal activity.

Requires the Governor's Coordinator on Homelessness to serve as task force Chairperson and submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Requires certified copies of the resolution to be transmitted to the Governor, Lieutenant Governor, Mayor, Police Chief, and other relevant officials and organizations.
