Urges all state entities administering affordable, reserved, or workforce housing programs to give consideration to applicants who work within 25 miles of the housing they are applying for.

Identifies benefits of workers living near their workplace including reduced traffic accidents, lower commuting costs, decreased stress, reduced pollution, improved productivity, better health outcomes, and enhanced quality of life.

Notes that mixed-use development allowing people to live and work in the same area supports local economic development, restaurants, shops, and small businesses.

Directs certified copies be transmitted to the Director of Human Services, Director of Business Economic Development and Tourism, Hawaii Housing Finance and Development Corporation, Hawaii Community Development Authority, and Hawaii Public Housing Authority.
