Urges the Department of Budget and Finance to examine Hawaii's potential participation in Powerball and Mega Millions multistate lottery games and allocation of income to the state general fund.

Requests examination of 13 specific operational issues including lottery agent licensing, ticket pricing, age restrictions, prize claim procedures, and penalties for unlicensed vendors.

Directs examination of whether public assistance vouchers and electronic benefits transfer cards should be used to purchase lottery tickets.

Requires the Department of Budget and Finance to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convenes.

Notes that 44 states operate lotteries generating approximately 1% of state revenue, with national fiscal year 2015 lottery revenue of $66.8 billion and net state proceeds of $21.4 billion after prizes and administration costs.
