Encourages the Hawaii Community Development Authority to prioritize investment in public facilities within transit-oriented development zones and the Kalaeloa community development district in its statewide planning functions.

Recognizes transit-oriented development as a tool that delivers social, environmental, and economic benefits while promoting quality of life, environmental preservation, housing diversity, and healthy lifestyles.

Identifies that public facilities such as roads, sewers, and storm water management systems are necessary to facilitate renewal and redevelopment near proposed transit stations.

Notes that the Kalaeloa community development district faces critical infrastructure needs including aging infrastructure, vacant buildings, landscape overgrowth, vandalism, dumping, copper theft, and homelessness issues.

Directs transmission of a certified copy of the resolution to the Executive Director of the Hawaii Community Development Authority.
