Requests the Harbors Division of the Department of Transportation to inform the maritime community about its heavy weather and hurricane plan procedures and assist vessels in submitting complete applications for refuge during abnormal weather conditions.

Directs the Harbors Division to conduct informational meetings on the islands of Hawaii, Kauai, Maui, and Oahu to educate the maritime community about necessary storm preparation procedures.

Requires the Harbors Division to submit a list of vessels that have submitted maritime heavy weather and hurricane plan applications to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020.

Emphasizes the importance of efficient harbor operations for community survival and critical storm recovery efforts.
