Urges the Division of Boating and Ocean Recreation and Division of Conservation and Resources Enforcement of the Department of Land and Natural Resources to implement and conduct quarterly community meetings regarding Kailua Pier access.

Kailua Pier in Kailua-Kona, Hawaii accommodates over 80 cruise ships annually carrying more than 150,000 passengers and hosts approximately 40 permitted events per year.

The pier serves recreational users including swimmers, snorkelers, fishers, and surfers, while also experiencing significant congestion from people, vehicles, and boats.

Previous complaints arose from canoe club keyholders abusing vehicular access privileges at the pier, leading the Division to reduce the number of issued access keys.

Certified copies of the resolution shall be transmitted to the Chairperson of the Board of Land and Natural Resources, Administrator of the Division of Boating and Ocean Recreation, and Enforcement Chief of the Division of Conservation and Resources Enforcement.
