Identifies invasive pests (insects, disease-bearing organisms, snakes, weeds) as the single greatest threat to Hawaii's economy, natural environment, and public health

Notes that miconia is a fast-growing invasive tree with shallow roots that increases erosion and landslides, with large infestations on the windward side of the Island of Hawaii and smaller populations on the leeward side

Recognizes efforts by the Department of Land and Natural Resources Division of Forestry and Wildlife and the Big Island Invasive Species Committee to control invasive species

Requires transmission of a certified copy to the Chairperson of the Board of Land and Natural Resources
