State departments and agencies are requested to hold at least one hearing on each of the six main islands (Hawaii, Kauai, Lanai, Maui, Molokai, and Oahu) before adopting any administrative rule with statewide effect.

State departments and agencies are requested to hold at least one community meeting on each of the six main islands before adopting any statewide plan.

If a community meeting addresses an issue specific to a rural area, at least one community meeting must be held in that rural area.

Public hearing and community meeting notices must include a mailing address and email address for submitting testimony and written comments, plus a clearly written deadline for submissions.

Certified copies of the resolution shall be transmitted to the Governor, Lieutenant Governor, heads of principal departments, and all county mayors.
