• Department of Agriculture requested to study and make recommendations on increasing compliance with agricultural land requirements and preventing abuse of agricultural leases.

• Study must address methods to increase effectiveness of Department inspections for noncomplying structures and uses, including enforcement of prohibitions on residential living and illegal structures on agricultural lands.

• Study must address preventing impermissible uses within agricultural districts, confiscating leases from individuals who leave state-leased land uncultivated for extended periods, and stopping illegal subleasing of agricultural leases.

• Study must identify hindrances, issues, and policies limiting the Department's ability to enforce agricultural violations.

• Department of Agriculture must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the 2020 Regular Session.
