Requests the University of Hawaii Office of Internal Audit to conduct an audit of extramural-funded programs at University of Hawaii West Oahu, including Title III grant programs.

In 2014, UH West Oahu received $14,200,000 in Title III grant funding: $10,000,000 for the PIKO Project (wellness center, nursing simulation lab, cultural amphitheater, and student support services) and $4,200,000 for the Pueo Scholars Program (five-year initiative for Native Hawaiian student retention and graduation support).

Audit must include eight specific programs: 'A'ali'i Scholars Program, 'Ike Ola, Mobile High-Touch High Tech Learning Environment Program, Kūkulu ma ke Kahua, PIKO Project, Pueo Scholars, UH Hilo and Hawaii Community College cooperative arrangement, and Ho'okahua.

Audit should include examination of travel completion reports associated with the various extramural-funded programs due to discrepancies found in program documentation and inconsistencies in extramural fund reporting.

University of Hawaii Office of Internal Audit must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.
