S.R. 122 Summary

• Requests the State Auditor conduct a performance and financial audit of the Hawaii Green Infrastructure Authority and the Hawaii Green Energy Market Securitization (GEMS) Program.

• Audit shall verify the Authority is fulfilling its statutory functions under section 196-64, Hawaii Revised Statutes, including making loans for green infrastructure, managing the green infrastructure special fund, and establishing loan program guidelines.

• Auditor must submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2020 Regular Session convening.

• Requires certified copies of the resolution be transmitted to the Director of Business, Economic Development, and Tourism; Executive Director of the Hawaii Green Infrastructure Authority; and State Auditor.
