Requests the Director of Commerce and Consumer Affairs to establish a task force to study the feasibility of legalizing sports gambling in Hawaii.

Task force shall include the Director of Commerce and Consumer Affairs (chairperson), Director of Business, Economic Development, and Tourism, Attorney General, Chief Information Officer, a private practice attorney with sports gambling law expertise, and two public members with sports gambling knowledge appointed by the Governor, Senate President, and House Speaker.

Director of Commerce and Consumer Affairs may invite additional individuals with relevant knowledge or experience to participate on the task force.

Task force members are exempt from Hawaii Revised Statutes Chapter 84 (conflict of interest requirements) solely due to their task force participation.

Task force must submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.
