Request the State Auditor to assess the social and financial effects of mandating health insurance coverage for clinical victim support services for victims of sexual violence and abuse, as specified in H.B. No. 484, Regular Session of 2019.

Define clinical victim support services as professional interventions by qualified mental health providers to identify needs and assist victims in obtaining coordinated services, including coordination with healthcare providers, government agencies, community organizations, schools, and employers.

Require the Auditor to consult with qualified mental health services providers who treat victims of sexual violence and abuse in every county, including The Sex Abuse Treatment Center at Kapiolani Medical Center for Women and Children.

Require the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the convening of the 2020 Regular Session.

Direct the Insurance Commissioner to transmit certified copies of the resolution to all health insurance issuers in the State.
