Request the Department of Transportation to conduct a study on the necessity of vehicle safety inspections in Hawaii.

Study must evaluate the feasibility of eliminating or modifying vehicle safety inspection requirements currently mandated under Hawaii Revised Statutes chapter 286 and Hawaii Administrative Rules title 19.

Study must include a review of laws in other states that have eliminated or modified their vehicle safety inspection requirements.

Department of Transportation must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Resolution cites improved manufacturing technology and safety features in modern vehicles and notes that annual safety checks often do not uncover material defects as justification for the study.
