Department of Accounting and General Services to establish a task force to study the current and future needs of the State Archives.

Task force composition: 13 members total including 3 selected by Senate President (at least 1 Senator), 3 by House Speaker (at least 1 Representative), 3 by Governor, and 4 by Comptroller (at least 2 Archives Division employees).

Task force to analyze 50-year requirements for acquiring documentary history, suitability of current facilities, museum-quality display space needs, renovation feasibility of Kekāuluohi building, digitization capabilities, consolidation of State Library records, and potential visitor center utility.

Seven members constitute quorum with five affirmative votes required for decisions; task force members not considered state employees under Chapter 84 HRS.

Task force to submit report with findings, recommendations, and proposed legislation to Legislature no later than 20 days before Regular Session 2020.
