Department of Agriculture and Hawaii Tourism Authority must submit a report to the legislature no later than twenty days before the 2020 regular session on processing of state plant and animal declaration forms.

Report must include description of information use, associated costs (printing, processing, distribution, personnel), staff assigned, form disposal methods, follow-up frequency, effectiveness, passenger/carrier compliance levels, penalties imposed, and consideration of alternatives.

Department of Agriculture must convene a task force in collaboration with Hawaii Tourism Authority to review the relevance, usefulness, and possible improvements to plant and animal declaration forms.

Task force must include representatives from Department of Transportation, Department of Business Economic Development and Tourism, University of Hawaii College of Tropical Agriculture and Human Resources, Hawaii Invasive Species Council, Sierra Club of Hawaii, Airlines Committee of Hawaii, and International Longshore and Warehouse Union Local 142.

Task force must review the relevance of the forms, recommend improvements, and identify ways to increase enforcement of passenger completion requirements.
