James Campbell High School, established in 1962, is the largest public school in Hawaii by enrollment with 3,125 students and 185 full-time equivalent classroom teachers as of September 2017.

The school's student enrollment has exceeded its designed capacity by over 1,000 students, creating a severe parking shortage for staff and students.

The Ewa Beach Public and School Library, which opened in 1971 on the high school campus, maintains separate parking facilities and is under the same Hawaii State Board of Education jurisdiction as the school.

The Senate requests that the Ewa Beach Public and School Library allow James Campbell High School staff and students to use the library's parking lot during school hours to alleviate the parking shortage.

Certified copies of this resolution shall be transmitted to the Board of Education Chairperson, Superintendent of Education, State Librarian, Principal of James Campbell High School, and Branch Manager of the Ewa Beach Public and School Library.
