Request that the Department of Business, Economic Development, and Tourism convene an International Moon Base Alliance committee to provide recommendations and guidance for developing evolvable lunar architecture on the island of Hawaii.

Committee shall comprise representatives from government, industry, and research institutions, including Hawaii-based aerospace organizations, NASA, federal agencies, space advocacy groups, global space agencies, and designated state legislative chairs.

Committee members invited to participate without compensation through virtual meetings utilizing department resources and technology.

Department required to submit interim report to Legislature no later than twenty days before the Regular Session of 2020, and final report no later than twenty days before the Regular Session of 2021, including findings, recommendations, and proposed legislation.

Certified copies of resolution to be transmitted to the Governor, NASA Administrator, FAA Administrator, military commanders, and designated legislative committee chairs.
