Cites airport users' frustration with inefficient design and lack of space during peak hours, with the last major expansion (Terminal 1) completed 25 years prior.

Attributes slow construction progress partly to the airport being operated by an executive administration division rather than a public corporation.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Directs certified copies be transmitted to the Auditor, Director of Transportation, and Deputy Director - Airports.
