Supports and encourages the 'Imiloa Astronomy Center to expand its role in developing educational efforts concerning cultural, natural, and historic resources on Mauna Kea at Hale Pōhaku.

Encourages transfer of education outreach operations from the University of Hawai'i-operated Mauna Kea Visitor Information Station Onizuka Center to the 'Imiloa Astronomy Center.

Requests the Chancellors of the University of Hawai'i at Mānoa and University of Hawai'i at Hilo submit a report by twenty days prior to the 2020 Regular Session on restructuring the Institute for Astronomy so the 'Imiloa Executive Director becomes co-equal manager with the Institute for Astronomy Executive Director and oversees community outreach and education.

Requests existing astronomical facilities contribute financial capital to construct the 'Imiloa Uka facility at Hale Pōhaku.

Directs certified copies of the resolution be transmitted to the Governor, University of Hawai'i leadership, astronomical observatory directors, and various state and county officials.
