Request the Department of Transportation to conduct a feasibility study on universal pilot badges for all airports in Hawaii.

Study should examine feasibility, potential costs, and fees for a universal badge system that would replace separate airport-specific badges currently required at approximately 15 commercial, passenger, and general use airports in the state.

Department must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the convening of the Regular Session of 2020.

Current system requires pilots to obtain and renew separate badges for each airport, involving multiple background checks and annual fees that are time-consuming and expensive.

Universal badge system would streamline intrastate pilot travel and reduce administrative burden.
