Urges Congress to amend Title 42 United States Code Section 16355 to lift the prohibition on establishing new national laboratories that has been in effect since August 8, 2005.

Affirms that the 17 Department of Energy national laboratories serve as leading institutions for scientific innovation in the United States, addressing critical challenges from climate change to fundamental physics research.

Notes that national laboratories possess unique scientific instruments and facilities found nowhere else in the world and tackle large-scale, complex research through multidisciplinary approaches that translate basic science into innovation.

Requires transmission of certified copies of this resolution to the U.S. Senate Majority Leader, Speaker of the U.S. House of Representatives, and members of the Hawaii congressional delegation.
