• Directs departments to consider developmental and physical defects or impairment when making referrals for suspected prenatal alcohol exposure, rather than limiting focus to physical features at birth or within the first year.

• Calls for confirming suspected prenatal alcohol exposure through a variety of methods as recommended by the Canadian guideline, rather than requiring only maternal confirmation.

• Urges modification of the severe impairment definition from three standard deviations to two standard deviations below the mean, and elimination of intelligence quotient requirements, to ensure more infants and children in Hawaii qualify for services.

• Requires transmittal of certified copies to the Director of Health and Director of Human Services.
