S.R. 38 Summary

• Requests the State Auditor to conduct a comprehensive performance and management audit of the Department of Public Safety, addressing gaps from a 2017 audit that only reviewed special and trust funds.

• Audit must include minimum review of five offices: Office of the Director, Civil Rights Compliance Office, Personnel Management Office, Fiscal Office, and Mental Health Services of the Health Care Division.

• Audit scope includes hiring and supervisory policies, conflicts of interest and favoritism, handling of employee complaints and lawsuits, contracting and procurement practices, and compliance with screening procedures.

• Audit must also assess the Department's ability to provide adequate mental health services to inmates and pre-trial detainees, including efforts to fill staffing vacancies related to mental health services.

• Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the start of the 2020 Regular Session.
