Requests the Department of Health to require that all district health officers be physicians licensed under Chapter 453, Hawaii Revised Statutes.

States that district health officers serve Kauai, Maui, and Hawaii counties in areas including emergency preparedness, family health services, public health nursing, mental health services, and environmental health services.

Notes that the County of Hawaii district health officer position was filled by a non-physician without medical experience or a master's degree in public health for six years.

Asserts that non-physician district health officers have demonstrated less proficient performance compared to physician district health officers.

Directs certified copies of the resolution be transmitted to the Director of Health and the Chairperson of the Hawaii County Council.
