Encourages the Hawaii Community Development Authority (HCDA) to prioritize investment in public facilities within transit-oriented development zones and the Kalaeloa community development district in all statewide planning functions and involvement.

Recognizes that transit-oriented development delivers social, environmental, and economic benefits while promoting quality of life, environmental preservation, housing choices, and healthy lifestyles.

Identifies that public facility construction (roads, sewers, storm water management systems) is necessary to facilitate renewal and redevelopment near proposed transit stations.

Notes that the Kalaeloa community development district faces critical infrastructure challenges including aging infrastructure, vacant buildings, landscape overgrowth, vandalism, dumping, copper theft, and homelessness.

Directs transmission of a certified copy of the resolution to the Executive Director of the Hawaii Community Development Authority.
