Department of Human Services, in consultation with Department of Public Safety, is requested to develop a plan for children-friendly and family-friendly visitation centers at all state correctional facilities and jails during the 2019 interim.

Department of Human Services must work with the Family Reunification Working Group and community stakeholders on the plan to strengthen family relationships and support children of incarcerated parents.

Department of Human Services is required to submit reports to the Legislature no later than twenty days prior to the 2020 and 2021 regular sessions detailing findings, recommendations, and proposed legislation regarding visitation centers.

Reports must include assessment of current child accommodations in prison and jail visitation areas and recommendations to address specific issues.

Certified copies of the resolution are to be transmitted to the Director of Human Services, Director of Public Safety, and Chairperson of the Family Reunification Working Group.
