Requests the Auditor to assess the social and financial effects of mandating health insurance coverage for cannabidiol oil derived from industrial hemp as proposed in H.B. No. 20 during the 2019 Regular Session.

Requires the Auditor to conduct the assessment pursuant to sections 25-51 and 23-52 of Hawaii Revised Statutes, which mandate review of proposed health insurance coverage mandates.

Directs the Auditor to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2020 Regular Session convening.

Acknowledges that the FDA approved Epidiolex (cannabidiol) on June 25, 2018, for treating seizures associated with severe epilepsy in patients two years and older.

Defines industrial hemp as Cannabis sativa L. with delta-9 tetrahydrocannabinol concentration not exceeding 0.3 percent on a dry weight basis under Hawaii's Industrial Hemp Pilot Program.
