Request the Office of Information Practices to test a trial appeals resolution process using randomly selected incoming public appeals under the Uniform Information Practices Act and Sunshine Law.

For selected appeals, the Office must prepare short, informal, non-enforceable guidance within two weeks of receiving final responses from agencies and parties involved.

Selected appeals will also receive formal enforceable rulings at a later time if the informal guidance does not resolve the matter.

The Office must submit a report to the Legislature twenty days before the 2020 Regular Session comparing outcomes and staff workload impacts between the trial process and standard appeals procedures.

If the trial process improves outcomes and positively impacts staff workload, the Office is requested to adopt it as standard practice.
