• Requests the President of the Senate and Speaker of the House to establish a task force to review Hawaii's driving under the influence (DUI) laws under section 291E-61 of Hawaii Revised Statutes.

• Task force membership includes chairs of the Senate Judiciary Committee, Senate Committee on Public Safety/Intergovernmental/Military Affairs, House Judiciary Committee, and House Committee on Public Safety/Veterans/Military Affairs.

• Task force must submit findings, recommendations, and proposed legislation on strengthening DUI laws to prevent first-time and repeat offenders no later than 20 days before the 2020 Regular Session convenes.

• Resolution notes Hawaii ranked 26th nationally for strictest DUI laws but 22nd worst for drunk driving fatalities, and the National Transportation Safety Board recommends a 0.05 blood alcohol content limit instead of Hawaii's current 0.08 limit.
