Amends Section 26-14 of Hawaii Revised Statutes to require the Department of Human Services to administer programs through an integrated and multigenerational approach.

Expands the department's mandate to include improving economic security and reducing intergenerational poverty and dependence on public benefits, in addition to existing social well-being goals.

Directs the department to apply nationally recognized best practices in delivering family, child, and adult welfare services, economic assistance, health care assistance, rehabilitation, and public housing programs.

Takes effect upon approval.
