• Creates the Office of Youth Services revolving fund to receive all revenue from the sale of goods and services by vocational programs that engage in commercial enterprise.

• Authorizes individual vocational program administrators (except those at youth correctional facilities) to set prices for goods and services at or near prevailing market rates.

• Permits vocational programs to market goods and services to both public and private sectors.
