Removes the time limit (previously 2.5 hours) for parking fee exemptions, allowing unlimited free parking for eligible disabled drivers.

Authorizes law enforcement officers to confiscate disability parking permits that are invalid, fraudulently manufactured, altered, or being used without authorization.

Makes buying or selling disability parking permits a misdemeanor offense, with each transaction constituting a separate offense.

Clarifies qualifying disabilities to include specific medical conditions: arthritic, neurological, orthopedic, renal, vascular, or oncological conditions; lung disease with specified respiratory measurements; or cardiac conditions classified as Class III or IV by the American Heart Association.
