Establishes the Executive Office on Aging Administrative Claiming Special Fund in the state treasury, to be administered by the Department of Health.

Fund consists of Medicaid administrative claiming revenues designated for the department, legislative appropriations, and grants or gifts made to the fund.

Moneys in the fund shall be used to implement services for kupuna and individuals with disabilities who need long-term services and supports under Hawaii Revised Statutes section 349-32.

Estimated annual federal financial participation claims range from $1,283,000 in fiscal year 2018-2019 to $2,036,000 in fiscal year 2022-2023.

Exempts the new special fund from the 5% central service assessment fee and pro rata administrative expense requirements that apply to other state special funds.
