Amends Section 342G-3 of Hawaii Revised Statutes to update the state's solid waste disposal goal to reduce by 70 percent the total solid waste prior to landfill disposal through source reduction, recycling, and bioconversion.

Removes outdated waste reduction targets of 25 percent by January 1, 1995, and 50 percent by January 1, 2000.

Eliminates the office paper reduction goal requiring state and county agencies to reduce office paper consumption by 25 percent by January 1, 1995.

Retains authority for counties to establish waste reduction goals higher than state goals.

Effective date: July 1, 2100.
