Authorizes police officers and Department of Land and Natural Resources agents with conferred police powers to stop and temporarily detain persons reasonably believed to be engaged in fishing, hunting, gathering, or taking natural resources to inspect licenses, permits, tags, and possessed resources.

Permits inspection of bags, containers, equipment, and any vessels or vehicles being used to determine compliance with Hawaii Revised Statutes Title 12, chapters 6D, 6E, and 6K regarding natural resource protection and conservation.

Requires any person to exhibit licenses, permits, stamps, tags, authorizations, natural resources in their possession, and devices capable of taking natural resources upon demand to authorized Department of Land and Natural Resources enforcement personnel.

Establishes that violation of inspection requirements or related rules without otherwise specified penalties constitutes a petty misdemeanor, with natural resources and take-related devices subject to seizure.

Takes effect upon approval and does not affect rights, duties, or proceedings that matured or began before the effective date.
