Makes an emergency appropriation to the Department of Public Safety for fiscal year 2018-2019 to cover temporary housing costs for 248 inmates at a non-state facility.

Funds are needed to continue housing inmates for the remaining six months of fiscal year 2019 while capital improvement work at Halawa Correctional Facility (HCF) is completed under DAGS Job No. 12-27-5644.

The HCF security electronics and hardware repairs project was originally scheduled to be completed by December 2018 but is now delayed until July 2019.

An initial appropriation of $5,000,000 was made in Act 49 (2017) for temporary inmate housing through December 2018; this bill provides additional funding to extend that housing arrangement.

The bill is recommended by the governor for immediate passage as an emergency measure and shall take effect on July 1, 2050.
