Appropriates general revenues to the Temporary Commission on the Thirteenth Festival of Pacific Arts for planning the thirteenth Festival of Pacific Arts to be held in Honolulu from June 11-27, 2020.

Requires the Department of Business, Economic Development, and Tourism to provide active oversight of the temporary commission's activities.

Notes that the Festival of Pacific Arts has been held approximately every four years since 1972, bringing together at least 2,500 artists and cultural practitioners from 27 nations in Oceania.

References that when Guam hosted the festival in 2016, it cost $24,000,000 but generated a $125,000,000 economic benefit and supported more than 1,500 jobs.

Takes effect July 1, 2099.
