Appropriates $82,653 for fiscal years 2019-2020 and 2020-2021 to establish one permanent full-time abstractor X position within the Nā Ala Hele Program under the Department of Land and Natural Resources.

Addresses Hawaii County's acute deficit of public hiking trails (only 3 legal trails for non-hunters compared to 41 on Oahu, 35 on Kauai, and 19 on Maui), where many popular trails require trespassing across private property.

Nā Ala Hele was established in 1988 to manage trail access and protect historic trails from development pressure, with the program needing staff resources to expand and maintain public trail access statewide.

Takes effect on July 1, 2019.
