• Establishes statewide regulation of transportation network companies (TNCs) through a new permitting system administered by the Department of Transportation to ensure operational consistency across Hawaii.

• Requires TNCs to obtain an annual permit from the director of transportation; existing TNCs may continue operating until a permitting deadline is established.

• Mandates TNCs to conduct criminal background checks and driving history reviews on drivers, with prohibitions on drivers with felony convictions within 7 years, more than 3 moving violations in 3 years, or sex offender registry status.

• Requires fare transparency (disclosure before or estimated fare upon request), electronic receipts with trip details, driver and vehicle identification display, and non-discrimination policies regarding destinations and protected classes.
